Overview of Phongsaly:
Phongsaly province is located at the northern end of Laos. It boarders Yunnan to the west and north, and Vietnam to the east. The provincial capital is Phongsaly.
Cooperation with Phongsaly:
Frequent exchange visits have helped to establish a good relationship and to reinforce cooperation between Pu'er and Phongsaly, especially in the fields of highway construction, education, culture, mining, electric power and broadcasting.
Highway construction In 1993, the Transportation Department of Jiangcheng county in Pu'er and Phongsaly province reached an agreement to invest 78 million yuan ($12,698,400) in the construction of a 154 km tertiary highway in Phongsaly’s mountainous area from 1993 to1997.
Cooperation on overseas planting Nine companies from Pu'er have planted 15.33 thousand hectares of rubber, banana, tea and sugarcane in Phongsaly.
Cooperation on business The business cooperation focuses on the import and export of timber, minerals, agricultural machinery, agricultural products and various daily necessities. In 2010, the total value of imports and exports reached 5 million US dollars.
Cooperation in the mining industry Three companies in Pu'er developed cooperation with Phongsaly in Laos in the mining.
Cooperation in education Pu'er Municipal Government invested 7 million yuan ($1,139,600) to train three groups of overseas students (a total of 64 students) from Phongsaly and the first group of students (a total of 20 students) graduated in 2010. A Pu'er ethnic minority middle school trained 47 students in Phongsaly, sent 12 teachers to the province in Laos and organized three summer camps. A student exchange program was also launched.
Aid projects Pu'er provided funds of 680 thousand yuan ($110,704) to assist with the planning of the provincial capital to Phongsaly, 1.68 million yuan ($273,504) for the construction of the Yuewu Hotel, and 200 thousand yuan ($32,560) for the construction of the Alongjing Hope School. In 2006, Pu'er contributed materials including computers and sporting equipment, worth a total of 200 thousand yuan ($32,560) to Phongsaly.
Cooperation in agriculture The Department of Agriculture in Pu'er dispatched 380 technicians to conduct 50 training sessions on the planting of rice and sugarcane.
Cooperation in electric power Pu'er coordinated with China Southern Power Grid to implement a tax-free electric transmission project costing a total of 58 million yuan ($ 9,442,400).
Cooperation in Healthcare Both sides have worked together in the fields of on disease control and prevention in the border area.
Cooperation in Broadcasting In June 2008, Pu'er installed and debugged a 500w television transmitter and a 3000w frequency-modulated broadcast transmitter in Phongsaly.
The Chinese People's Association for Friendship with Foreign Countries and China International Friendship Cities Association awarded Phongsaly 'Foreign Friendship Cities Cooperation Prize', in recognition of the successful cooperation between the two sides.
